Tracking Harvesters/Spammers

Same User Agent is constantly switching IP addresses and switching countries

Probably a spider hiding its real name but is this massive IP address switching normal behavior or is it, as I suspect, very dodgy. The IP addresses it uses are worldwide and probably compromised machines, I guess. Please share your thoughts and experiences.
