And apparently Spamhaus only has one netblock so far, yet here on this site it has traced more than 10 netblocks of the 182.18 netblock IP this Persistant Spam has been using, yet Spamhaus can't obtain all domains due to Missing IP Info, but this SBL will give you an idea of the Operation,

Currently 1 site is using this method to prevent being shutdown, and I am sure they are persistant since they are part of what Russia and the Ukriane are good at doing,
