http:BL vs. Address Inspector

http:BL Code: 127.7.2.1

My interpretation of http:BL code:
127 - is in the database
7 - days since last seen
2 - threat level
1 - suspicious

Address Inspector says,
"This IP has not seen any suspicious activity within the last 3 months".
So how is that derived at from the http:BL code?
