IP Blacklisting not happening when testing on a phone browser.

When I had tested my site url for this networking assignment to test if it would block the IP address on firefox on ubuntu, it does but when I tried it on my phone browser, it does not. Is there any additional configuration I needed to make it for it to work on the phone browser?

Target Bad Mobile User Agents & IP or IP Ranges Too...

Also Target This User Agents: Huawei, Huaweisymantecspider, LieBaoFast, UCBrowser, MQQBrowser, Mb2345Browser and lots more!

95% + of my web traffic from Huawei is a BAD_BOT or Hacker!
