http:BL Use/Development

http:BL results do not match website

for example:

1. nslookup [key].51.96.242.173.dnsbl.httpbl.org returns nothing
yet
https://www.projecthoneypot.org/ip_173.242.96.51 has threat level of 45.

2. nslookup [key].80.186.98.208.dnsbl.httpbl.org returns nothing
yet
https://www.projecthoneypot.org/ip_208.98.186.80 has threat level of 47.

Does anyone know what's going on here?

I think I see a pattern. If the IP hasn't been seen in 3 months, it is not returned by http:BL. This is not confirmed by the documentation - this is a just a guess.
