Is there a test entry (like 127.0.0.2) in the http:BL that will always show a positive response?

There are several in order to allow you to test different conditions, check the very end of the API document.

Here's a partial list:

Test no response:
127.0.0.1 -> NXDOMAIN

Test different types:
127.1.1.0 -> 127.1.1.0
127.1.1.1 -> 127.1.1.1
127.1.1.2 -> 127.1.1.2
[...]
127.1.1.7 -> 127.1.1.7

Test different threat scores:
127.1.10.1 -> 127.1.10.1
127.1.20.1 -> 127.1.20.1
127.1.40.1 -> 127.1.40.1
127.1.80.1 -> 127.1.80.1

Test different day lengths:
127.10.1.1 -> 127.10.1.1
127.20.1.1 -> 127.20.1.1
127.40.1.1 -> 127.40.1.1
