 Perl CGI script output fails W3C HTML validator

I appreciate that most spammers don't worry about the niceties of the W3C HTML specs, but I would prefer to serve valid HTML! The changes are simple; I can send you the original HTML output and a fixed version that passes the validator, if that would help. Also I suggest that the Perl script should set the Content-Type header to "text/html; charset=UTF-8" instead of just "text/html".
