Please indicate TZ when reporting an IP

I see that the commenting / reporting function on suspicious IP addresses is taking off - which is good, that. I also notice that some also include a date and time for an observed (last) instance of bad activity, which is even better.

Tip: please also include the timezone (e.g. UTC, EDT, CET...) in your report so that time stamps can be tied more precisely to the activity!
