Public Proxy

I believe the answer to my question is no, however I figured I would ask anyhow.
I use a Public Proxy at work (Cisco Scansafe 72.37.249.52) which has in the past been used as a comment spammer. So the question is this: Is there a way to zero in on the spammer and not penalize everyone that uses this proxy? Like I said, I believe the answer is no, just wanted ping someone else about it.
