abuse on windows 2000

After installing the php script on a windows 2000 shared server (not my own), I ran the script and got the following message:

Potential abuse detected. For a list of abuse causes, click here. To fix the problem, you may try and install a new script.

On my sourceforge.net page, the php script outputs

Unable to contact the Server

and the cgi-bin/perl file outputs nothing at all.

For the windows 2000 server I'd prefer an ASP.NET C# script over anything else.
