Can we use BL data on real-time-bidding ads auction?

Anyone tried it yet? Use BL ip data to filter low quality traffic on RTB exchanges?

How can we get a "entire" copy of the BL database and keep it up-to-date?

It looks like this question from the from the FAQ might help you:

"We encourage high-traffic users to download the http:BL DNS zone file to their local DNS server rather than querying against our servers. The zone file can be RSYNCed on a regular basis. If you are interested in this service, please contact us."
