Blocked Stacked IPS

Hi

Why does this system block ISPs that use stacked IPs?

In Asia it is very common for ISPs to have a multitude of users on the same IP. So presently users are being blocked en masse from sites due to no consideration being given to this use of IPs, what is Project Honey Pot doing to resolve this issue?
