This IP 72.14.220.136 resolves to fg-out-f136.google.com and belongs to Google Inc. in the range 72.14.192.0 - 72.14.255.255. The bad thing about this is, that not all GOOGLE-IPs in this range resolve to a DNS-name like e.g. IP 72.14.193.1 does not. However also this IP belongs to GOOGLE, as you can check in the WHOIS entry.
The comment spammers user-agent is thus not "claimed" or faked. It is from this GOOGLE range "true" and an example of a Google Wireless Transcoder abuse, which should be reported to the GOOGLE abuse management. A suggestion to GOOGLE would be to report something like the HTTP_X_FORWARDED_FOR IP to the target instead of the GOOGLE-IP, since the Google Wireless Transcoder acts like a usual proxy.
