This IP is used various official websites of the Dutch Ministries, such as Taxes, Traffic, Justice and Defence. Also sites of Ernst & Young, DHL and others are used.

STRANGE! I have a visitor with iP 199.19.249.196 right now and I am following it real time. Looks like a legit user. Strangely however is that my IP database detects is as a Norwegian visitor, and he came in through a Norwegian search engine with a genuine search query which matched the content on my landing page. Browsed through couple of pages, clicked a few times, dissapeared again... Just like any normal visitor.

Belongs to Blue Coat and one of their services is a web proxy and also web caching. Web proxies and caching services usually don't use robots and nofollow rules. I guess blocking this IP would result in blocking legit users. However, some users may use the service to do other things.
