Good luck getting Internet Solutions to respond or address this offending IP, like any large corporate ISP they just ignore anything that they do NOT know how to deal with. In a nutshell, Internet Solutions is more interested in the money they earn from that client and could not give a damn about stopping them or I doubt they even know how to stop them, its probably internal staff of theirs so catching them is almost impossible.
