Threat Rating?

What is the best Threat Rating , for someone who is not so familiar with administration?

The scale starts at 0. The more "bad behavior" from an IP the higher the treat rating. Myself, when the treat rating is higher than 40 I don't let visitors leave comment on my system.

Of course even better than a threat rating of zero, is not being listed in the database at all.
