I don't think this robot is harmless since my logs show that it visited for specifically three files, and no other. Over the past several weeks, these 3 files have been persistently accessed from numerous IPs looking to find a security gap in the query string of these php files. If this IP has no malicious messages, I bet it passes information along that is used by another IP.
