It is very aggressive spam-bot.
It sends spam-messages on my site (WordPress) every 10 minutes (more 100 messages per day).
You can find logs of it's spam on the next url:

It is old logs. Probably it also has current log on
http://89.248.172.14/current
But it returns "Forbidden".
