Yes, this is indeed a harvestor falsely claiming to be Googlebot... yet another comcast user abusing the Internet and its webmasters.

UA claimed to be Googlebot, but IP is owned by Comcast not Google. Robot did not request robots.txt. Robot took files disallowed in robots.txt - with multiple downloads of the same file within an hour. Robot is greedy - taking up to 9 files per second in a 20-second burst of activity. I don't think the real Googlebot is that rude.
