Possibly being used by referrer spammers accessing referrer logs in WordPress blogs.URL = spam-tiltering-service.net-us.info; drugrehab.com-of.info/, getskype.net-us.info/ etc.

Yeah I just found out this is a Proxy used by hidemyass.com which people as well as spammers could use and not be stopped and if blocked, you are blocking everyone who uses this proxy.
