On my forum 4 registration attempts from this IP every day. 233 attempts in 2 months.

I received the same response. No help, and I did send them the information. Its part of internetserviceteam as well. We have blocked them and it does nothing. I agree with L.Huston, the provider may also be part of the problem as well.

This is an "open proxy" server that is being used to allow spammers to hide. I contacted the host provider and this was their reply below. I think they are a willing party to this action of allowing proxy based server spam as you will see many IP addresses they host here.
Dear Sir / Madam, We didnt receive abuse for 194.8.75.161 IP yet ( only yours ). Your abuse is not complete, no proof - no action. We are not going to shutdown client dedicated server without proof, and after say "Sorry, we was wrong". Dragonara is ddos mitigation service.
