I've asked our engineering team to look into this question, however I suspect the answer is yes. The function (fsockopen) sounds like it opens an out-bound socket from your machine. The way honey pots work is they run as web pages. When they're accessed, they contact our central servers in order to get an address to hand out to a visitor. If you can't open a socket, you can't contact our central servers. If you can't contact our central servers, you can't get a spam trap address to hand to harvesters.
If your security restrictions prevent you from installing a full honey pot, you can still help trap harvesters and comment spammers by including a QuickLink on your web pages.
