 Blocked IP still caught by HoneyPot

I'm stumped how an IP address that should be blocked was still able to trigger a honeypot? The IP address is 58.19.254.247, and I've got it blocked in my htaccess file via both 58.19.254.192/26 and 58.19.0.0/16 yet today it still set off a honeypot. This is the first time I've ever seen anything like this happen in over a decade of blocking IP addresses. Am I missing something?
