error with using API code and HttBL plugin

When trying to set up System - HttpBL plugin, I get this error:

"JFolder::create: Could not create directory"

Please help a newby at this stuff

my subject heading was changed.... there's no problem with the API code, I've got it, put it in the correct place. The error message is the issue.
